บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่ส่งผลต่อความสำเร็จในการบริหารสถานศึกษา สภาพการบริหารจัดการสถานศึกษาและแนวทางในการบริหารสถานศึกษาสู่ความเป็นเลิศ 2) เพื่อสร้างและพัฒนารูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ 3) เพื่อทดลองใช้รูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ 4) ประเมินประสิทธิภาพของรูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ 5) ประเมินประสิทธิผลหลังการพัฒนาด้วยรูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ โดยใช้ระเบียบวิธีการวิจัยและพัฒนา ภายใต้การดำเนินการ 4 ระยะ คือ ระยะที่ 1 ศึกษาปัจจัยการบริหารสู่ความสำเร็จและแนวทางในการบริหารสถานศึกษาสู่ความเป็นเลิศ ระยะที่ 2 สร้างและพัฒนารูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ ระยะที่ 3 ทดลองใช้รูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ และระยะที่ 4 ประเมินประสิทธิภาพและประสิทธิผลหลังการพัฒนาด้วยรูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ วิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและทดสอบค่าที
ผลการวิจัยพบว่า
1. ปัจจัยที่ส่งผลต่อความสำเร็จในการบริหารสถานศึกษาสู่ความเป็นเลิศ คือ คุณภาพนักเรียน รองลงมาคือ คุณภาพครู และคุณภาพด้านการบริหารจัดการ ซึ่งเป็นปัจจัยหลักที่ส่งผลต่อการพัฒนาพฤติกรรมการเรียนรู้และการบริหารสถานศึกษาสู่ความเป็นเลิศ และจากผลการศึกษาสภาพการบริหารจัดการของโรงเรียนนวมินทราชินูทิศ เตรียมอุดมศึกษาน้อมเกล้า พบว่า ดำเนินการยกระดับคุณภาพการศึกษา ได้อยู่ในระดับมากที่สุด และมีแนวทาง 13 ประการในการพัฒนา
2. การพัฒนารูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ โดยใช้ IDEAL N.T.U.N Administration System ประกอบด้วย 1) มุ่งเน้นเป้าหมาย (IDEAL Goals) ในการขับเคลื่อนคุณภาพการศึกษาสู่มาตรฐาน 2) ผู้บริหารเป็นเลิศด้านวิชาการ (IDEAL Director) สู่การสร้างสังคมแห่งการเรียนรู้ 3) ครูเชี่ยวชาญด้านศาสตร์ การสอน (IDEAL Teachers) 4) นักเรียนมีคุณลักษณะอันพึงประสงค์และมีผลสัมฤทธิ์ตามเป้าหมาย (IDEAL Students) ภายใต้การดำเนินการ 4 ขั้นตอน คือ 1) การวิเคราะห์ความ ต้องการที่จำเป็นในการพัฒนา (Need Analysis) 2) การสร้างทีมงานที่เข้มแข็งทางวิชาการ(Teamwork) 3) การยกระดับระบบการทำงานเพื่อการพัฒนาที่ยั่งยืน (Upgrade Functional System) 4) การสร้างเครือข่ายและการขยายเครือข่ายการเรียนรู้ร่วมกัน (Network & Knowledge Sharing)
3. ผลการทดลองใช้รูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศของโรงเรียนนวมินทราชินูทิศ เตรียมอุดมศึกษาน้อมเกล้า พบว่า
3.1 ข้าราชการครู บุคลากรทางการศึกษา มีสมรรถนะด้านการจัดการเรียนรู้หลังการพัฒนาด้วยรูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ โดยใช้ IDEAL N.T.U.N Administration System สูงกว่าก่อนการพัฒนาอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
3.2 การพัฒนาด้วยรูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ โดยใช้ IDEAL N.T.U.N Administration System ส่งผลให้นักเรียนมีพฤติกรรมการเรียนรู้ด้านพุทธิพิสัย จิตพิสัยและทักษะพิสัยสูงกว่าก่อนการพัฒนาอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
3.3 ข้าราชการครู บุคลากรทางการศึกษา คณะกรรมการสถานศึกษาและนักเรียนมีความพึงพอใจต่อรูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ โดยใช้ IDEAL N.T.U.N Administration System อยู่ในระดับมากที่สุด
4. รูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ โดยใช้ IDEAL N.T.U.N Administration System มีประสิทธิภาพอยู่ในระดับมากที่สุด
5. รูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศด้วย IDEAL N.T.U.N Administration System ส่งผลให้โรงเรียนนวมินทราชินูทิศ เตรียมอุดมศึกษาน้อมเกล้าประสบผลสำเร็จมีผลงานดีเด่นที่เป็นที่ประจักษ์ในระดับประเทศ ครอบคลุมผลงาน จำแนกเป็น 4 ด้าน คือ 1) ด้านคุณภาพผู้เรียน 2) ด้านคุณภาพครู 3) ด้านคุณภาพผู้บริหาร และ 4) ด้านคุณภาพสถานศึกษา

Abstract
The objectives of this research were 1) to study the factors affecting the success of school administration, educational institution management condition, and guidelines for managing educational institutions towards excellence. 2) To create and develop an educational institution management model towards excellence. 3) To try out the educational institution management model towards excellence. 4) To evaluate the efficiency of the school administration model towards excellence. 5) To evaluate the effectiveness after development with an educational institution management model toward excellence by using research and development methods.
The 4 phases of operation are Phase 1: Study of success management factors, and guidelines for educational institute administration towards excellence. Phase 2: Create and develop a model for school administration towards excellence. Phase 3: Trial on the School of Excellence Administration Model, and Phase 4: Evaluate the efficiency and effectiveness after the development of Excellence Management School Model. The data were analyzed by means, standard deviation, and t-test.
The results of the research revealed that
1. The factors affecting the success of educational institute administration towards excellence were student quality, followed by teacher quality and administrative quality, which were the main factors affecting development on Learning Behavior, and School Management towards Excellence, and the results from the study of the management of Nawamintharachinuthit Triamudomsuksanomklao School found that the educational quality improvement has been carried out at a highest level and there are 13 development factors.
2. Developing an educational institution management model towards excellence by using IDEAL N.T.U.N Administration System consists of 1) focusing on IDEAL Goals to drive the quality of education to the standard. 2) Academic Excellence as IDEAL Director to create a learning society. 3) Teachers specialize in pedagogical science as the IDEAL Teachers. 4) Students have desirable characteristics and achieve IDEAL Students goals. Under the implementation of 4 steps: 1) Analysis of the needs needed for development, 2) Building a strong academic teamwork, 3) Upgrading the functional system for sustainable development, 4) Networking and Expanding Network & Knowledge Sharing.
3. The results of the trial using the school administration model towards excellence at Nawamintharachinuthit Triamudomsuksanomklao School found that
3.1 Civil servants, teachers, educational personnel had the competency of learning management after development with educational institute administration model towards excellence by using IDEAL N.T.U.N Administration System higher than before development at the statistical significance level of .01.
3.2 Developing an educational institution management model towards excellence by using IDEAL N.T.U.N Administration System resulted in students having learning behavior on Cognitive Domain, Affective Domain, and Psychomotor domain higher than before development at statistically significant level .01.
3.3 Civil servant teachers, educational personnel, school committees, and students were satisfied with the school administration model towards excellence using IDEAL N.T.U.N Administration System at the highest level.
4. School management model towards excellence by using IDEAL N.T.U.N Administration System has the highest level of efficiency.
5. Model of School Administration Achieve Excellence by Implementing IDEAL N.T.U.N Administration System leads to dominant the school’s success, with dominant outcomes recognized at the national level, covering works that can be classified into 4 aspects: 1) student, 2) teacher, 3) administrator, and 4) School qualities.
