การประเมินโครงการพัฒนาคุณภาพสถานศึกษาโรงเรียนเทศบาล ๑ วัดพระงาม
บทคัดย่อ
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อประเมินความเหมาะสมและสอดคล้องของสภาวะแวดล้อม ประเมินความพร้อมของปัจจัยเบื้องต้น ประเมินการมีส่วนร่วมในการดําเนินการด้านกระบวนการและเพื่อ ประเมินความพึงพอใจในการมีส่วนร่วมในกิจกรรมของโครงการพัฒนาคุณภาพสถานศึกษาตามมาตรฐานใน ระบบประกันคุณภาพภายในของโรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) โดยใช้การประเมินรูปแบบ ซิปป์ (CIPP Evaluation Model) การประเมิน 4 ด้าน ดังนี้ ด้านสภาวะแวดล้อม (Context) ด้านปัจจัยนําเข้า (Input) ด้านกระบวนการ (Process) ด้านผลผลิต (Product) ในโครงการพัฒนาคุณภาพสถานศึกษาตาม มาตรฐานในระบบประกันคุณภาพภายในโรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) ซึ่งมีกิจกรรมใน โครงการรวม 5 กิจกรรม ดังนี้ 1) กิจกรรมพัฒนาผู้เรียนให้รักการอ่าน 2) กิจกรรมพัฒนาครูผู้สอนให้สามารถ จัดกิจกรรมการเรียนการสอนที่เน้นผู้เรียนเป็นสําคัญและสอดแทรกกิจกรรมการเรียนการสอนมุ่งสู่อาเซียน 3) กิจกรรมพัฒนาสิ่งแวดล้อมภายในโรงเรียนให้เป็นแหล่งเรียนรู้ด้านเศรษฐกิจพอเพียงและการมุ่งสู่ประชาคม อาเซียน 4) กิจกรรมพัฒนาระบบการนิเทศภายในสถานศึกษา และ 5) กิจกรรมพัฒนาระบบการประเมิน คุณภาพภายในสถานศึกษา ประชากรที่ใช้ในการประเมินโครงการครั้งนี้ ประกอบด้วย บุคลากร กรรมการ สถานศึกษาครูผู้สอนโรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) จํานวน 48 คน และกลุ่มตัวอย่างนักเรียน โรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) ในระดับชั้นประถมศึกษาและระดับมัธยมศึกษา รวมทั้งสิ้น จํานวน 217 คน ผลการศึกษาสรุปได้ดังนี้
ระดับความคิดเห็นเกี่ยวกับการดําเนินการโครงการพัฒนาคุณภาพสถานศึกษาตามมาตรฐานในระบบ ประกันคุณภาพภายในของโรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) ของผู้บริหารสถานศึกษา คณะครู และคณะกรรมการสถานศึกษา (ในภาพรวม) พบว่าระดับความคิดเห็น อยู่ในระดับ มาก ระดับความคิดเห็น เกี่ยวกับการดําเนินการโครงการฯ ของนักเรียน (ในภาพรวม) พบว่าระดับความคิดเห็น อยู่ในระดับมาก เช่นกัน โดยแยกตามรูปแบบ ซิปป์ (CIPP Evaluation Model) 4 ด้าน ดังนี้
1. การประเมินโครงการพัฒนาคุณภาพสถานศึกษาตามมาตรฐานในระบบประกันคุณภาพภายใน ของ โรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) ด้านสภาวะแวดล้อม (CContext Evaluation) โดยแยกสรุป ตามความคิดเห็นดังนี้ ความคิดเห็นของผู้บริหารสถานศึกษา คณะครูและคณะกรรมการสถานศึกษา พบว่า ความเหมาะสมและสอดคล้อง ในภาพรวมอยู่ในระดับ มาก ความคิดเห็นของนักเรียน พบว่า ความเหมาะสม และ ในภาพรวมอยู่ในระดับ มาก
2. การประเมินโครงการพัฒนาคุณภาพสถานศึกษาตามมาตรฐานในระบบประกันคุณภาพภายในของ โรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) ด้านปัจจัยนําเข้า (Irinput Evaluation) โดยแยกสรุปตาม ความคิดเห็นดังนี้ ความคิดเห็นของผู้บริหารสถานศึกษา คณะครูและคณะกรรมการสถานศึกษา พบว่า ความ พร้อมในการดําเนินโครงการฯ ด้านปัจจัยนําเข้า อยู่ในระดับมากและ ความคิดเห็นของนักเรียน พบว่า ความ พร้อมในการดําเนินโครงการฯ อยู่ในระดับ มาก
3. การประเมินโครงการพัฒนาคุณภาพสถานศึกษาตามมาตรฐานในระบบประกันคุณภาพภายในของ โรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) ด้านกระบวนการ (P:Process Evaluation) โดยแยกสรุป
ตามความคิดเห็นดังนี้ ความคิดเห็นของผู้บริหารสถานศึกษา คณะครูและคณะกรรมการสถานศึกษา พบว่า การมีส่วนร่วมในการดําเนินโครงการฯ ด้านกระบวนการ) อยู่ในระดับ มาก และความคิดเห็นของนักเรียน พบว่า การมีส่วนร่วมในการดําเนินโครงการฯ ด้านกระบวนการอยู่ในระดับ มาก
4. การประเมินโครงการพัฒนาคุณภาพสถานศึกษาตามมาตรฐานในระบบประกันคุณภาพภายในของ โรงเรียนเทศบาล ๑ วัดพระงาม (สามัคคีพิทยา) ด้านผลผลิต (P:Product Evaluation) โดยแยกสรุปตาม ความคิดเห็นดังนี้ ความคิดเห็นของผู้บริหารสถานศึกษา คณะครูและคณะกรรมการสถานศึกษา พบว่า ความ พึงพอใจในการร่วมกิจกรรมโครงการฯด้านผลผลิต อยู่ในระดับ มากและความคิดเห็นของนักเรียน พบว่า ความพึงพอใจในการร่วมกิจกรรมโครงการฯในระดับ มากที่สุด
Abstract
The purpose of this study was to estimate the suitability and conformity of the environment. Assessment of the readiness of the preliminary factors, Assessment of the
participation in the implementation of the process, and assessment of the satisfaction of
participating in the activities of the educational institution quality development project according to the standards in the internal quality assurance system of Tessaban 1 WatPhaNgam
SamakeePitthaya School by using the CIPP Evaluation Model, assessing 4 aspects as follows:
Environment, Context, Input, Process, and Product. The project for improving the quality of educational institutions according to the standards in the quality assurance system within
Tessaban 1 WatPhaNgam SamakeePitthaya School has 5 activities in the project as follows: 1)
Developing learners to love reading, 2) Teacher development activities to be able to organize
student-centered teaching activities and insert teaching activities towards ASEAN, 3) Developing the environment within the school to be a learning center on sufficiency economy
and towards the ASEAN Community, 4) Developing the supervision system within the
educational institutes, and 5) Developing an internal quality assessment system in educational
institutions. The population used in this project assessment consisted of personnel, committees of educational institutions. Teachers of Tessaban 1 WatPhaNgam SamakeePitthaya School were 48 people and a sample group of 217 students in primary and secondary school levels of Tessaban 1 WatPhaNgam SamakeePitthaya School were 217 people. The results of the study were summarized as follows.
The level of opinions about the implementation of the educational institution quality
development project according to the standards in the internal quality assurance system of
the school administrators of Tessaban 1 WatPhaNgam Samakee Pitthaya School, The teachers,
and the school committees found that the opinion level was at a high level. The opinion level
of the students about the project implementation found that was at a high level as well, divided by the CIPP Evaluation Model in 4 aspects as follows:
1. Assessment of the project to develop the quality of educational institutions according to the standards in the internal quality assurance system of Tessaban 1 WatPhaNgam SamakeePitthaya School on the environment (C: Context Evaluation), divided by the following opinions: The opinions of the school administrators, teachers, and the school committees
found that appropriate and consistent Overall, it was at a high level. The students' opinions
found that the appropriateness and overall, it is at a very high level.
2. Assessment of the project to develop the quality of educational institutions according to the standards in the internal quality assurance system of Tessaban 1 WatPhaNgam
SamakeePitthaya School in terms of inputs (I: Input Evaluation), summarized as follows: The
opinions of the school administrators, teachers, and the school committees found that the
readiness to implement the project In terms of input factors, it was at a high level and the
students' opinions It was found that the readiness for the project implementation was at a
high level.
3. Assessment of the project to develop the quality of educational institutions according to the standards in the internal quality assurance system of Tessaban 1 WatPhaNgam
SamakeePitthaya School on the process aspect (P: Process Evaluation), summarized as follows:
The opinions of the school administrators, teachers, and the school committees found that
participation in the project implementation process at a high level and the opinions of students found that participation in the project implementation the processes aspect is at a
high level.
4. Assessment of the project to develop the quality of educational institutions according to the standards in the internal quality assurance system of Tessaban 1 WatPhaNgam SamakeePitthaya School in terms of productivity (P: Product Evaluation), divided comments are as follows: The opinions of the school administrators, teachers, and the school committees found that the satisfaction of participating in the project in terms of productivity was high, and the students' opinions were found that the satisfaction in participating in the project activities
was at the highest level.
